When it’s been available to the public since 1977? Who benefits? What kind of false flag is this a lead-up to?

Dr. Lynne Kitei (of Phoenix Lights fame) does say on this newscast that Project Bluebook said that UFOs were “no threat to national security.” Does this sideways announcement mean that the public is being prepared for disclosure of UFOs as benign, despite the new summer UFO flicks about nasty UFOs?
